On July 17th, 2017, Telecomunicaciones de México (“TELECOMM”) published on its website the general criteria that could be part of a possible tender process for the development and growth of the Backbone Network project derived from the Telecommunications Constitutional Reform (the “Backbone Network”).
The Backbone Network is a project by which TELECOMM will plan, design and execute the growth of a robust telecommunications backbone network of national coverage through fiber optic, rights of way and other resources that TELECOMM has access to, derived from the constitutional mandate.
The general criteria include the main rules that TELECOMM considers should govern the eventual tender to award the winner, who will have to plan, design and execute the construction and growth of the Backbone Network and the marketing of services through it.
With the publication of the general criteria, TELECOMM seeks to obtain more feedback from the parties in this project, such as concessionaires and marketers of telecommunications services, equipment providers, academia members, business chambers, among other interested parties.
The general criteria contemplate developing the project through a Public Private Partnership (PPP) tender; this means that the growth of the Backbone Network, as well as the marketing of capacity and services may be carried out by a telecommunications operator or a consortium, with up to 100% of foreign investment.
The observations, questions, suggestions and comments received will be used to conform, complement and specify the pre-bases terms of a possible international tender. The deadline for receiving the general criteria comments is July 31st, 2017, at 18:30 hours.
