According to the guidelines (in Spanish), the executive branch will publish a list of the federal real estate, ducts, posts, power transmission infrastructure, and rights of way, that can be used by those who hold a license, authorization, or permit, as well as any developer of telecommunications and radio broadcasting infrastructure. These assets will be listed in the national development plan and in sector specific programs. This list will also include the compensation users must pay for the use of said infrastructure.
Mexico's Institute for the Administration and Valuation of National Assets, will be responsible for the administration of the assets to be leased, as well as for collecting the corresponding payments.
